Australia's seen hamper efforts to tackle climate change, says economist and former government adviser Professor Ross Garnaut.

Garnaut said the government failed to "donate" greenhouse gas reduction efforts.

Earlier, Prime Minister Tony Abbott repeated his view that coal is the foundation of the world's energy needs.



Australia produces the highest carbon emissions in the world and the second largest coal exporter.

Garnaut, who teaches at the Australian National University, said the progress made through the Direct Action policy of the government will be erased by the emission conducted a number of companies that are not covered under the policy.

Direct action include funds amounting to US $ 2.2 billion, which can be used to pay for the biggest polluters to cut emissions and use of cleaner energy.

"It's a bit depressing. We slowed the world (to address climate change)," Garnaut said in an ABC television interview.
