Hindered by the Council, the administration moved unilaterally to limit the emissions generated power plants and oil refineries, and announced plans to develop new standards that will be submitted next year. Environmental Protection Agency Administrator, Lisa Jackson reveals that the purpose of this action is to address the pollution that contributes to climate change.

"We follow up the commitment to continue the step reduction of greenhouse gas pollution that threatens the health and welfare of the United States closely," Jackson said. He said the emissions generated power plants and oil refineries is about 40 percent of total greenhouse gas emissions pollution in the country.

For the sake of tackling climate change, EPA issued the first federal guidelines for reducing greenhouse gas emissions from industrial sources. In November the EPA sent a new guide to America who suggested that the fuel used in oil refineries were replaced by clean energy sources and called for the use of electricity and more energy efficient with nuclear power plants.

Jackson said that the EPA will propose standards for power plants in July 2011 and an oil refinery in December 2011 and will issue a final decision in May and November 2012.
